August 2015-January 2017
Managed a procurement department with 7 direct reports responsible for $120 million of annual spend and increased productivity by 50 percent.
Successfully negotiated and procured major service contracts, including rail operations and maintenance, fixed route and paratransit service, and facilities maintenance contracts totaling $850 million and oversaw the successful transition of a rail and facility maintenance service providers while ensuring the terms of the labor agreements were honored and labor laws were followed. Assisted in the transition of contractors while maintaining a positive relationship with the Teamsters, Carpenters and SMART Unions.
Issued contracts for Engineering, Architecture, Construction Management, and Constructability services. Registered projects with the department of labor and ensured contracts complied with labor law.
Conducted solicitations for public works projects for rail replacement, landscape improvements, and facility improvements
Implemented a document management program for the division and ensured compliance with document retention policies.
Developed solicitation process policies and procedures in compliance with the FTA and provided project support on all major NCTD projects.
Handled all contract disputes and worked with contractors through the dispute resolution process to ensure a positive outcome and ensure project progression.
Participated in the DBE program and worked to include minority and small business owners in agency solicitations and as part of Public Works Projects.
Monitored Certified Payroll to ensure compliance with labor agreements, labor law and prevailing wage requirements.
DIRECTOR OF PROCUREMENT, MV TRANSPORTATION, INC.
November 2013 - August 2015
On assignment to the City of Detroit Department of Transportation (DDOT) and engaged in bringing (DDOT) in compliance with the purchasing practices as outlined by the Federal Transit Administration.
Responsible for streamlining the organization to meet the demands of the customer base including the Vehicle Maintenance Division.
Manage an annual spend of $125 million and conducted the procurement of 80 fixed route buses for a total of $50 million. I
Implemented improvements to reduce the turnaround time from 6 months down to 2 months for major contracts.
Manage a department with 9 Direct reports with additional oversight of all vendors and contract staff.
Handled all contract disputes and worked with contractors through the dispute resolution process to ensure a positive outcome and ensure project progression.
A change agent working to improve the current culture of staff and the organization as a whole; improve staff morale and instill a sense of urgency.
PROCUREMENT SUPERVISOR, CITY OF ROSEVILLE
September 2006 - October 2013
Manage centralized purchasing division responsible for an annual spend of approximately $150 million.
Implemented standard practices for pricing negotiation that saved 1% of annual spend.
Managed a procurement department of eight direct reports and additional oversight of all contract staff with an annual budget of $1 million.
Established and maintained citywide policies and procedures for Centralized warehouse with $8 million in inventory. Improved operational efficiency and reduced inventory levels to match customer demand. Defined appropriate min/max order points to maximize purchasing power.
Responsible for developing department budget and reconciliation of expenditures. Adjusted work plans to maintain customer service levels despite a 40% reduction in staff.
Developed citywide standard for forecasting future maintenance cost and implemented program for future funding.
Member of construction management team overseeing the completion of construction projects in excess of $50 million including; construction of a library and exploration center, 2 fire stations, a Native American Interpretive Center located on sacred burial grounds, and an indoor pool. Oversaw solicitation process as well as served as project manager.
